Ashoka
The Wheel of the Flag of India and the 3 headed Lion are symbols of Ashoka. He was one of the greatest general of India and united all but the very southern part of modern India.
In addition to victories in battle, Ashoka is also known for establishing Buddhism as the dominant religion of India. He also is the first leader in history to place limits on the power of the rulers in addition to developing a method to communicate directly with his people.
